In the aftermath of the Asian Tsunami, it was discovered that despite the lack of an Asian Tsunami early warning system, American researchers had indeed discovered the occurence of the earthquake and then logged it down on their web site, but did nothing after that, sat there and watched.
The reason? There was nobody to tell! There were no prior relationships with the South Asian nations to inform. All they could do was to monitor the progress of the tsunami wave that was sweeping across the Indian Ocean and watch helplessly.
